Frequently Asked Questions

Any private sector having minimum 5 acres land under its legal possession (by direct purchase, or on lease from the State Govt) can apply through a Special Purpose Vehicle (SPV) registered under Companies Act/Societies Registration Act /Partnership Act/LLP can apply for setting up a new Industrial Park on the said land.

Also, Owner of any existing/operational privately operated. industrial parks can also apply under SAIP, provided:-

a) Park area is expanded up to minimum 5 acres in outlying districts and minimum 2 acres in Kolkata and Howrah.

b) The individual units have complied with all the necessary clearances for land conversion, fire license, environmental issues, building plan etc.

As explained above. minimum area required for a Park with for heterogeneous activities is 5 acres in any district.

However, the scheme shall also be extended to parks dedicated entirely/substantially for Logistics and Warehousing Industry. But such parks shall have to be set up outside the municipal limits and must be developed upon a minimum area of 10 acres.

SPV will develop the Master Plan/Layout plan of the AIP adhering to the Urban Planning/ Town & Country Planning rules and shall have to obtain the master plan/ layout plan approval from relevant State Government Department with respect to adherence of rules (FAR, Land use, Area Statement, Open Space, Fire Safety, Waste water Management, Water Conservation, Drainage, Sewerage, Solid Waste Disposal, Utility shifting, Power, water, telecommunication, road connectivity and network, etc.) including conformation of specification of infrastructure facilities/utilities and quality standard.

The SPV shall also be responsible for compliance of other statutory norms (Consent to Establish for the Park based on the activities of the proposed Units envisaged, Mutation, Conversion, Exemption of 14Y of WBLR/ UC Acts, if applicable, etc.) as relevant from concerned State Government Departments/Govt. of India/ Authorities. All the compliances/ approvals/ licenses shall have to be obtained before construction of the park.

The basic requirement of legal possession is completion of Mutation process for the proposed land in f/o the SPV, or, in favour of the proponent individuals. For the latter, the said individuals have to make a Development agreement with the SPV giving it liberty to develop the Park upon their land.

Common infrastructural facilities mean anything that will be used commonly by the MSME units in the park. Examples are - Land development, boundary walls, internal roads and street lighting, storm water drainage, sewerage system, STP & WTP (if applicable), water distribution network, electrical main distribution network, telecommunication network, common firefighting infrastructure, solid waste disposal site (if applicable), greenery, guardhouse, gate, and misc. civil structure etc.

The SPV shall allot the saleable land plot/ space of the ATP to MSMEs through open advertisement in newspapers declaring rates of plot of land/ shed / buildings/ installations. In case applications more than the available plot of land/ shed/ buildings/ installations are received then allotment shall be made through lottery.

There shall be minimum 5 number of independent MSME Units in Park which will cover 60% of the allottable area of the park.

a. Minimum 60% of allottable area can have different manufacturing activities including Cold Storage, Poultry, Fisheries, Logistics & Warehousing.

b. Maximum 5% area can have hostel/housing/guest house.

c. Minimum 10% as open space, or, as per guideline of Building Rule and Ministry of Environment & Forest, Gol.

d. Rest areas can be used for common infrastructure and greenery.

A. Incentive for development of Basic and Essential Common Infrastructure Facilities will be given in the following manner:

  • 1. For land area below 10 acres, incentive@ Rs.20 lakh per acre of a AIP.
  • 2. For land area between 10 and 50 acres. incentive@ Rs.2 crore pl us Rs. 15 lakh per acre beyond 10 acres area.
  • 3. For land area beyond 50 acres, incentive may be @ Rs.8 crore plus Rs. 10 lakh per acre beyond 50 acres area.

B. Incentive for CETP: Rs. 5 lakh per acre.

C. Reimbursement of Stamp Duty paid for purchase of land for the park.

a) Setting up of a Power Sub-Station free of cost if land is provided by SPV for it.

b) Approach Road (two lane) of max. length 1.5 km connecting with Highway.

The Fiscal incentives shall be disbursed in 3 instalments (20% + 30% + 50%).

a) First instalment after completion of Mutation, conversion and registration of the land in SPV's name.

b) Formation of the SPV and obtaining final approval of the AIP from the SLEC.

c) Completion of construction of Boundary wall, Land filling and internal roads.

a) Second instalment after allotment of 80% of the land among the MSMEs.

b) Completion of internal power infrastructure.

c) Completion of internal drainage system.

Third instalment after the park is fully operational and after completing of all the basic essential infrastructure as per the original SLEC approval

For expanded Parks, only one time grant for the purpose of developing common infrastructure like STP, WTP, drainage, power supply augmentation will be provided at a rate 50% of the benefits earmarked for new industrial parks. Also, incentives for technology up-gradation and setting up of CETP will be Rs.2 lakh per acre for such Parks. The fiscal incentives shall be at 75% of the slab benefits as stated above for new parks.

The SPV shall have to start construction activities of the AlP within 3 months from the date of approval under the Scheme. The construction/ installation of the Basic and Essential Common Infrastructure Facilities and allotment of minimum 80% of the total land/built-up space for lease/sale to MSMEs and fulfilment of other compliances under this Scheme shall have to be completed within 2 years from the date of Final approval of the AlP . In case of delay, beyond the control of the SPV, approval for extension for a maximum period of 6 months shall have to be obtained from SLEC before expiry of the specified 2 years. In case the SPV defaults, the approval given to an AIP shall stand withdrawn on completion of specified 2 years, or, after the extended time.

Application can be made in Form I either through online portal at https://www.myenterprisewb.in, or, through physical submission of Forms at the Department of MSME & Textiles. The relevant documents justifying the feasibility of the industrial park and proposed expenditure for developing the AIP to be submitted with Form I are:

  • 1. Registration certificate of the applicant Private Sector/SPV.
  • 2. Memorandum and Articles of Associations of Private Sector/SPV.
  • 3. Company credentials and Financial Statements (Balance Sheet and Profit and Loss) of Private Sector Companies forming SPV in last 3 years .
  • 4. Copy of land Deed/legal possession of the land for Park.
  • 5. Any other documents/papers required to be submitted in accordance with EOI such as the Detailed Project Report (DPR), Lay out Plan, Operation & Maintenance (O&M) Plan etc.

The SPV shall submit application of claim for incentives in Form - II along with requisite papers/ documents/ completion report in prescribed format after the fulfilment of all compliances under this Scheme and any other stipulated conditions as approved by SLEC.

In the Navigation Bar, there are menus for performing different activities Such as : Layer, Search, Distance, Zoom extent and Refresh By default, the SAIP-GIS map opens with

  • Boundary of the State and the Industrial Parks (Icons) for which detailed Plan layout is available.
  • On mouse hovering the name of the Industrial Parks become visible in the left panel.
  • On clicking on the icon of any Industrial Park, the map zooms nearer to the location of the park in Google Road Map.
  • The layout plan of the park becomes visible on click over the zoomed location (marked with Star) ★ This page may be closed after viewing the layout plan, to come back to the main page.

Through the layer menu one can open

  • different administrative boundaries (District, Block, Urban areas etc).
  • Private Industrial Parks.
  • Airport and Port connectivity.
  • Utility Services (nearest electrical Sub-station).
  • There are also few provisions which would be activated once further information are made available, e.g.
  • Type of Industry
  • Available of Land Bank

One can search any item for which the user has already activated the ‘Layer’. For example if the District or Block layer has been activated, those may be searched. The system highlights the location on search.

Through this menu, one can measure the aerial distance between any two points in the map.

When one wants to view the map of the complete state (from a zoomed in position), a single click on zoom extent, serves the purpose.

There are other special features available for the admin users of the Industrial Parks, where they can dynamically change certain status (attribute data about occupancy etc.) on Realtime through User Name and Password.
